Introduction

The library of Joshi-Bedekar College, the fountain of knowledge and inspiration, enjoys the reputation of being one of the best Learning Resource Centre in the vicinity of Mumbai.
The library was established in 1969 with the very inception of the college. The library is situated on the second floor of the commerce building and is made easily accessible from all sides of the college premises. It has a carpet area of about 12000 Sq.Ft. Complete catalogue of the library holdings has been created by using Koha, Integrated Library Management Software. Online Public Access Catalogue (OPAC) is provided to the users on intranet sitehttp://10.1.1.9:50300/ Students are using the OPAC extensively for searching the required books and journal articles. On an average 1000 books per day are circulated to the readers from Home lending section, Reading Hall, and reference section of the library. The students extensively use Library Reading Hall and around 350 students are availing this facility.
The library is connected with the other four libraries on the campus and an integrated OPAC of the holdings is made available to all users on http://www.vpmthane.org/VPMs-Library-OPAC.html Books on inter library loan are provided to the students and teacher on demand. Computers of all the libraries on the campus are connected to the central server. Local hub is provided in each library for speedy communication of data. The unique feature of the library is that its catalogue can be accessed from any part of the world through Web-OPAC made availableathttp://opac.vpmthane.org:50300/The library has a privilege of using 2 MBPS Internet leased line. Library is proud to provide online access facility to the students and faculty members to the internationally reputed commercial databases like JSTOR, ProQuest, CMIE, Manupatra, UGC N-LIST, Dictionary of Scientific Biographies, and open access databases viz.Vidyanidhi, Open-Gate, DOAR, DOAJ, PubMed, SSRN, PLoS, and COCHRANE. Digital Repository of VidyaPrasarakMandal’s institutional research publications has been created and made available athttp://dspace.vpmthane.org:8080/jspui/index.jspLibrary has started uploading question papers for all the courses/programs on our website and students can use linkhttp://www.vpmthane.org/comm/Q_paper.html for reading and downloading question papers.Due to strong Fiber Optic network/intranet, some of the resources like databases and digital documents and e-books are shared with other libraries on the campus. 
From the academic year 2009-2010 library is issuing Smart Identity Card to all students, staff and external members of the library. The separate workstation for smart card generation has been created in the Reading Hall Section of the library.
Measures for Quality in Maintenance and Cleanliness of library

  • Cleanliness and maintenance of the library is always given top priority. Floor areas of all the sections of the library are cleaned daily by clothe mop and water.
  • Library stacking area is cleaned on regular basis. Two Vacuum Cleaners is used regularly for tackling the dust problem.
  • To take care of books from white ants and termites, regular paste controlling is done on quarterly basis, and contract is given to Pestle Paste Control Service Pvt. Ltd.  On regular basis.
  • Management takes care of library maintenance in terms of civil work in the library.
  • Diesel Generator facility is provided to library for uninterrupted power supply.

Human Resource Development and Staff Training

  • Training and orientation to library staff is given on regular basis. Exhaustive training programe for library staff was organized to train them in using Koha software.
  • Special lectures and training programsare also arranged for library staff and supporting staff in the college.
  • Library staff is motivated take higher education and education in Library and Information Science. Eight staff members in library have upgraded their education and completed Library Training Certificate, B. Lib. I.Sc, BA, M. Lib.I.Sc. One library staff has qualified SET examination in the subject of Marathi Literature.
  • Library staff gets promotion as per the government rule and regulations.
  • Lunch Room with water purifier, Water Cooler and microwave oven facility in library for library staff

Source of fund for Library
Library receives regular grants from University Grants Commission and Department of Students Welfare, Universityof Mumbai. However main source of fund is library fees collected from students as per the university guidelines. Library also generates funds by extending External Membership facility. During last five years library has generatedRs. 324950.00.

Best Practices Followed by the Library

  • Complete library automation using Koha: Open Source library software. 
  • For last 17 years library functions are automated.  This forth up gradation and migration of library database to make the services better.
  • Digital Repository has been created to make publications available online and full text
  • Attendance of students and teachers in Research and Reference Section and Reading hall is recorded every day and entry and exit register with sign is mentioned.  This helps in taking some policy decision about services.
  • OPAC and Web-OPAC is made available for last to readers for last 17 years
  • Newspaper Clippings are displayed on regular basis
  • Readers Advisor Services are provided about competitive examination
  • Competitive Examination Section is created for students
  • Information about the library is published every year in the college prospectus.

External Membership

In view of the consistent demand for reading hall and reference facilities from the past students and other students engaged in further studies like CA, ICWA, MA, M.Com, M. Phil, and Doctoral Research, it has been decided by the management to extend the facility to them. Students desirous of making use of the facility are expected to register their names with the librarian of the College by paying the prescribed fees.

Rules and Regulations for external Membership

The membership is open to

  • Alumni students of this College.
  • Post Graduate students of the other colleges or registered   students of distance education.
  • Research scholar registered for M. Phil., Doctoral and Post-Doctoral research.
  • Any sincere person from the city of Thane intending to pursue some serious reading.

Enrolment

  • Membership form will be available with the Asst. Librarian on the payment of Rs.10/-
  • The form duly filled in should be submitted to the Asst. Librarian.
  • Library Identity Smart Card will be issued immediately on submission of the completed form and payment of fees.
  • Members desirous of availing the borrowing facility, will have to pay a refundable deposit of Rs.600/- (for one book)

General Rules

  • Books will be issued for use in the reading hall only.
  • Members who have paid deposit for home lending facility will be issued only one book for a week’s period.
  • Late fee of Re.1/- per day per book for first 15 days and Rs.2/- per day per book thereafter will be charged on the books not returned on or before the due date.

General Instructions

  • The readers are advised to check the book(s) for any missing pages before borrowing them.
  • The readers should not wait for the due date. They should return the books as soon as they have completed the reading.
  • The readers will have to pay the full cost of the books returned in damaged condition.
  • Loss of book must be reported to the Asst. Librarian immediately to avoid accumulation of late fees.

The college administration fully reserves the right to refuse membership to any applicant without assigning any reason.

Rules and Regulations for the Use of the Library (ForStudents)

Every individual entering the library should be a BONAFIDE STUDENT of the College and must have a valid INDETITY SMART CARD. The Identity smart card should be produced as and when demanded by any of the library staff.

Library books are lent to readers for home reading between 8.00 a.m. to 5.00 p.m.

 Note: For in-house reading, books from reading hall as well as home lending section and ‘Research and Reference Section’ are provided during all working hours.

  • Duplicate Smart Identity Card

In case Identity Smart Card is lost, it should be reported to the Librarian. A duplicate Identity Smart Card will be issued to the student against a payment of Rs.300/- on Friday only, after receiving proper application and copy of a police complaint in this respect or affidavit on stamp paper about loss of Identity Smart Card.

  • Library Fine

A book must be returned on or before the due date shown on the book. In case of urgent need the book will have to be returned immediately. Usually books are issued for a period of one week from the Home Lending Section. Books reserved for in-house reading are not allowed to be taken outside.
In case a student fails to return a book within the time limit, a fine of Re.1 per day per book will be charged for first 15 days and Rs.2/- per day per book onwards. During examination days the fine would be Rs.10/- per day per book. A student may get a book reissued, if it is not in demand. A student taking books outside the reading hall without the special permission of the librarian will have to pay a fine of Rs. 10/- per day per book.

  • Mutilation of  Books

It is strictly forbidden to mark library books with pencil or ink or mutilate them in any way. The reader to whom the book was/ is issued last will be held responsible for loss of pages or any other damage unless he/she has brought it to the notice of the library staff before borrowing. Any student held responsible for damage of reading materials will be liable to fine equivalent to the damage caused.

  • Silence

Complete silence must be observed in and around the library. Disregard of this rule will invite punishment.

  • Reserving seats in Reading Hall
    Reserving of seats is not permitted in the reading hall of the library under any circumstance.

 

  • Discipline
    The smooth working of the library is possible only if students adhere to the rules and regulations of the library. The Librarian reserves the right to refer cases of breach of discipline to the Principal.

Note: Although no specific rules and regulations are formulated for the staff, all the members are advised to observe general rules and decorum.

Library Committee

The Library Committee comprises of five teachers, the Librarian as an ex-officio convener, the Asst. Librarian and a students’ representative as a library secretary and joint secretary. The Committee supervises the overall functioning of the library and looks into details such as policy matters and subject-wise fund allocation. The Library Committee meets once in a year officially and informal meetings of the members are held as and when required. The Committee also meets the Principal to seek her approval and guidance as far as important issues are concerned.

Highlights of the Library developments during last six years

2010-11

  • Added around 1000 Sq.Ft. additional space for provision of collection development of the, storage and stationary of library shifted to mezzanine floor in the library.
  • Started extension services and database access service for visually challenged readers two dedicated computers are deployed for the purpose.
  • Activated access to UGC N-LIST e-resources for all readers of library.
  • Added 12 book stack racks to the library home lending section of the library.
  • Renovated and repaired the library furniture and fixtures in all sections of the library

2011-2012

  • Library added 2942 books to its collection & total No. 78000
  • Received Grant of Rs.88, 160/- from University of Mumbai, Department of Student Welfare.
  • Book Bank Facility was available to 212 students 1133 books have been issued
  • External Membership Facility of the Library was extended to 22 members in the Academic year.

2012-2013

  • This year we added 3500 books to its collection
  • Dr.Bedekar, Chairman, VidyaPrasarakMandal, Thane. He has donated his valuable collection of books to the Library. There are 2028 books in the Dr. Bedekar collection in the library.
  • Total number of volumes crossed 81500.
  • The Library received a grant of 88160/- from Students Welfare Department of the University of Mumbai. Book Bank facility is availed by 191 students and 1109 books have been issued to the needy students
  • Diesel Generator facility extended to library for uninterrupted power supply

2013-2014

  • In view of the new self-financed courses added to the college, library was facing problem of space and staking the new books. To tackle the problem library has made some changes in staking area to accommodate more number of books by adding 20 new book racks.
  • Book-Bank facility is availed by 229 students and 805 books have been issued
  • Separate Vijay Bedekar Collection is created in the library from the donation of 2617 books.

2014-2015
To cater the needs of visually challenged students, the library has started Braille Section in the library. This section was inaugurated on 4th February 2015 at the hand of Dr. Vijay Bedekar, Chairman, VidyaPrasarakMandal, and Thane. This section was developed with initial help in the form of donation of book from Savitri Forum., Pune. Mr. SwagatThorat, Mrs.RashmiPandhare and Principal Dr. (Mrs.) Shakuntala A. Singh were present on the occasion. 121 Braille books have been added to this section with separate seating arrangement. This section is made available to all visually challenged readers.

  • Shri.Uday Narayan Kulkarni donated Braille books of SwatantryveervinayakDamodarSavarkar, published by SwatanttrayveerSavarkarRashriyaSamarak, Mumbai.
  • Total number of books in the library crossed one lack mark this year. Current total is 101344 books
  • University of Mumbai Book Bank facility is availed by 146 students and 1411 books have been issued.
  • Special book exhibition was organized on the occasion of the National Conference on Women`s Quest for Equality on 9th and 10th January 2015. Library staff under the guidance of Asst. Librarian Mrs.ManishaPatil took special efforts in the books exhibition. On this occasion bibliography of the books on display was also compiled for ready reference.
  • Reference Books Exhibition was organized on 27th February 2015 To mark the occasion of Marathi Rajbhasha Din .Marathi encyclopaedia, Yearbooks, dictionaries, glossaries, Grammar books, Literary handbooks, biographical sources, VidnyanKosh, KridadnyanKosh were on displayed on the occasion . This activity was appreciated by students and teachers of the college.
  • Delegation of Japanese students from Kyoto Sangyo University along with their teacher coordinator, Dr.Mishio Yano visited the Library on 26th August 2014.

2015-2016

  • Total number of books in the library reached to total is 108840 including 2641 books of Dr. Vijay Bedekar Collection. In addition there are 1099 CDs/DVDs and 2115 bound volumes of academic journals.
  • 3904  books have been added to the  Senior College Section during the year to make the total 87771
  • 948 text books have been  added to the Book Bank Section during the year to make the total 10128
  • University of Mumbai Book Bank facility is availed by 259 students and 1722 books have been issued
  • Special Library Orientation was conducted for Students Forum, Scholar’s Academy, Research Committee, BLISc and MLISc students with emphasis on using online databases and NLIST resources.
  • Team of students from Kyoto Sango University, Japan, Visited to the library on 31st August 2015
